Verizon Can Make Calls but Not Receive
Current issue has been going on now for almost two months. I consistently cannot receive calls and things go through to voicemail. After two to three weeks of trying to troubleshoot off and on, I found out I had missed several calls from my doctors and a prospective employer and chose to call Verizon to escalate it and get a trouble ticket open.

I've reset my phone, wiped it entirely and worked both from a blank slate, and restored from backup.

There's no spam blocking in place whatsoever, all of that is turned off and removed from the account

No associated devices are present - I even terminated the contract on my apple watch and have since sold the device after wiping it so it isn't even tied together

if I turn on airplane mode and then turn it back off, I can receive one, maybe two calls, and then after that, almost everything goes to voicemail (Almost everything)
My trouble ticket was open for just under a month, I stopped receiving the text message updates after a few weeks. I contacted them yesterday and it turns out the ticket had been closed. Apparently they thought I had multiple apple devices and the call was being diverted to those - Of course, they didn't bother to tell me that, and it isn't accurate at all. Meanwhile I miss another call for a doctors appointment, as well as a very frustrated girlfriend who had apparently been trying to call me repeatedly.
The rep I was chatting with yesterday apologized, of course, and decided they'd send me a new sim card. At this stage, however, I just want to be done. The only way I can see this actually getting fixed is if I take my number elsewhere and go completely 'blank slate' with another carrier. After two full months of this (And who knows how long it had actually been going on before that), I simply can't rely on my phone. I can't receive phone calls, so if there's ever an emergency where I need to be contacted, that means I can't rely on my phone.
It's a big deal.
The rep was sympathetic, and applied about $80 worth of credit to my bill which was a nice gesture, but ultimately I've lost faith in Verizon, and to be honest with everyone here, the thought that I might not receive calls in an emergency is terrifying.
So, I want to cancel everything - Except I have a device payment. The balance of which is still high, and more than I'm really able to pay off right now. ironically I am at the exact point where I can trade in this device with verizon, and it would cost me nothing to do so.
I want, Ideally, to send this phone back to them to clear the balance, take my number elsewhere, and just be done with all of this. But how to work around the device payment is going to be the bigger problem here. There must be some way I can utilize the trade in system to send this device back to them and get out, surely? I don't even care what phone I have at the end of this, just so long as I can get out.
If anyone has any thoughts here, then I really need to hear them. Otherwise I'm somehow going to have to pay six hundred dollars to pay off the balance of the phone and then hope I can recoup that by selling it. And of course there's no guarantee I'll be able to sell it for that amount of money, or given the timing, if I'll be able to sell it at all...
Edit : a replacement SIM card was sent. After several hours of trying, it failed to activate. Resorted to using the original SIM card. Still unable to receive most calls.
I've filed a notice of dispute. This is absolutely crazy.
